Urban Housing (Direct or Partly Financed by Lender)

Members can apply for housing assistance in the urban area for the following:

  1. Purchase Land, House or Estate (FPTCL)
  2. To pay surveying fees
  3. To construct, extend, renovate or quick repairs on house
  4. To pay off or reduce home loans
  5. To install solar system, water tank and electrification

Who can apply for this assistance?

  • Members may apply for housing assistance if they have sufficient funds in their General entitlement.
  • Member may access their Preserved entitlement if it is a first housing transfer when purchasing a vacant land, an existing house or to build.
  • Member who has previously withdrawn an amount less than $5,000 for housing assistance prior to 1 November 2014, may access their Preserved entitlement for first housing transfer to purchase a vacant land, an existing house or to build.
  • Member who has previously withdrawn an amount less than $5,000 for housing assistance prior to 1 November 2014 and misused their funds will be required to repay their unaccounted transferred amount first BEFORE you can access their Preserved entitlement

Who needs to complete this form?

  • This form will need to be completed by a member seeking housing assistance to either purchase, build, extend or renovation, quick repairs, reduction of debt or pay off, installation of solar system or electrification and water tank.
  • Member should be the legal owner or will become legal owner of the property with a registered title/lease.
  • Is a member of the community which has a registered title or lease held in trust.

What am I entitled to?
As a member, you are entitled to the following:-

  • To build a house, the minimum amount requested should be $10,000 and above either solely or jointly if there are multiple applicants applying for the same project.
  • To extend or renovate, the minimum amount requested should be $5,000 and above either solely or jointly if there are multiple applications applying for the same project. 
  • For Quick Repairs, the amount requested is up to $5, 000. You can only re-apply after a period of 3 years from the last payment date.

NOTE: Any Early Withdrawal reduces any future Early Withdrawal Entitlement and reduces your retirement funds for pension or lump sum upon reaching the qualifying age of 55 years or upon full withdrawal. For 1st housing transfers of 51% note that your General Account will be zero until after the Preserved Account is replenished with the transferred amount or after 5 years

What documents will I need to submit with this application?

You must apply on the prescribed application form 9U01 with additional requirements outlined in the following table:

Housing Assistance Documents Required
Purchasing a property (partially financed lender or directly through FNPF)
  • Copy of the title showing the latest transaction, certified by the Registrar of Title and not be more than 1 month old.
    • A copy of the current Valuation Report of the property from one of the approved FNPF panel of valuers and not be more than 5 years.
    • A signed copy of the lenders offer and acceptance letter by member (not applicable for fully financed projects).
    • Copy of the valid sales and purchase agreement or sale note from the vendor.
    • Copy of draft building/extension/fencing/retaining wall plan (if applicable).This is required for cases where members are purchasing vacant land and building a house or purchasing a house and extending, fencing or building a retaining wall at the same time) However, a copy of the plan approved by relevant authority will need to be provided prior to or with the Interim Certificate.
    • Evidence of own contribution to meet shortfall if members entitlement is insufficient to meet the project cost.
    (applicable to Fully Financed projects by FNPF)

Purchase land directly from Lands Department & or TLTB
  • Stamped copy of the unregistered Crown lease or iTaukei lease OR
    • Stamped copy of the Agreement for Lease/Instrument of Tenancy/ Approval Notice for Lease ( if applicable).
    • Valid offer letter showing the breakdown of fees.
    • A latest statement of account from TLTB or Lands Dept. on outstanding balance ( if applicable).
    • Evidence of own contribution to meet shortfall if members entitlement is insufficient to meet the pro

Building a house ( Partially financed by lender)

• A copy of the title showing the latest transaction, certified by the Registrar of Titles and not be more than 1
month old.
• A copy of the building /fencing/retaining wall plan approved by the relevant local authority.
• A copy of the Lenders offer and the member’s signed acceptance letter for all lending including the new loan.
• A copy of the title showing the latest transaction and certified by the Registrar of Titles and not be more than
1 month old.

Building a House ( fully funded by FNPF)

• A copy of the title showing the latest transaction and certified by the Registrar of Titles and not be more than
1 month old.
• A copy of the building plan approved by the relevant local authority.
• Registered Quantity Surveyor’s or Civil Engineer’s detailed report with scope of work and breakdown of the
projects estimated cost to completion stage is required if the project is more than $10,000.00.
• General Contract quotations from two reputable registered contractors showing the breakdown of the project
in stages with associated costing (schedule of payment) up to completion stage OR
• Two quotations for building materials up to completion stage from two different reputable hardware suppliers
(applicable to self-built cases only) AND
• Two labour quotation (applicable to self-built cases only).
• Evidence of own contribution towards the total project cost if applicable (e.g. bank statement, receipts for
materials already purchased, photographs showing materials on site or work in progress, etc.)
• Detailed scope of work up to completion stage (to be completed in Section E of the Form) only applicable for
Labour Contract cases.
• A latest bank account statement under members name within 1 month old.

Extending a house or Renovate a House ( directly through FNPF)

 

• A copy of the title showing the latest transaction and certified by the Registrar of Title and not be more than
1 month old.
• A copy of the extension plan approved by the relevant local authority (if applicable).
• Registered Quantity Surveyor’s or Civil Engineer’s detailed report with scope of work and breakdown of the
projects estimated cost to completion stage is required for projects more than $10,000.
• General Contract quotations from two reputable registered contractors showing the breakdown of the project
in stages with associated costing (schedule of payment) up to completion stage OR
• Two quotations for building materials up to completion stage from two different reputable hardware suppliers
(applicable to self-built cases only) AND
• Two labour quotation (applicable to self-built cases only).
• Evidence of own contribution towards the total project cost if applicable (e.g. bank statement, receipts for
materials already purchased, photographs showing materials on site or work in progress, etc.)

Electrification or Installation of Solar System

• A copy of the title showing the latest transaction certified by the Registrar of Titles and not be more than 1
month old ( if applicable).
• A copy of FEA approved permit (if applicable).
• Two quotations from registered electrical contractors showing the breakdown of work in stages and
associated cost.
• Two quotations for solar system (if applicable).
• Two quotations of materials up to completion stage from two different hardware/electrical suppliers.
• Four or more photographs showing the entire house from different sides including surroundings.
• Detailed scope of work up to completion stage (to be completed in Section E of the Form)
• A latest bank account statement under members name within 1 month old.
• Evidence of own contribution towards the total project cost if applicable (e.g. bank statement, receipts for
materials already purchased, photographs showing materials on site or work in progress, etc.) and detailed
scope of work up to completion stage.

Quick Repairs

• A copy of the title showing the latest transaction and certified by the Registrar of Title and not be more than
1 month old.
• Two quotations for building materials up to completion stage from two different reputable hardware suppliers.
• One labour quotation.
• Detailed scope of work in stages and breakdown of project estimated cost up to completion stage (to be
completed in Section E of the Form).
• Four or more photographs showing the entire house from different sides including surroundings.
• A latest bank account statement under members name within 1 month old.

Water Tank

• A copy of the title showing the latest transaction certified by the Registrar of Titles. The certification should
not be more than 1 month old (if applicable).
• Two quotations for water tank.
• Two quotations for materials for installation from two different reputable hardware suppliers (if applicable).
• Two quotations for labour (if applicable).
• Four or more photographs showing the entire house from different sides including surroundings.
• Detailed scope of work in stages and breakdown of project estimated cost up to completion stage (to be
completed in Section E of the Form).
• A latest bank account statement under members name within 1 month old.
• Evidence of own contribution towards the total project cost if applicable (e.g. bank statement, receipts for
materials already purchased, photographs showing materials on site or work in progress, etc.

Payment of fee to Fiji Public Trustees Corporation Limited to acquire a property under Estate

• A copy of the title showing the latest transaction certified by the Registrar of Titles. The certification should
not be more than 1 month old.
• Certified copy of Probate.
• Certified copy of the Deed of Family Arrangement.
• Copy of the unstamped transfer documents.
• Invoice stating breakdown of fees and confirmation letter that title is in their custody.
• Evidence of own contribution to meet shortfall if entitlement is insufficient to meet the project cost.

Surveying Fees
(Purchase Land from TLTB or Lands Department and for payment of Surveying fees

• Stamped copy of the Agreement for Lease/Instrument of Tenancy/Approval Notice for Lease.
• A latest statement of account from TLTB or Lands Dept. on outstanding balance (if applicable).
• Valid offer letter showing breakdown of fees.
• Copy of the Approved Survey Instruction Form.
• Quotation form two different registered Surveyors clearly showing the breakdown of work in stages with associated
cost (Full land title survey).
• A latest bank statement account under members name (should be within 1 month old).
• Evidence of own contribution to meet shortfall if entitlement is insufficient to meet the project cost.

Payment of Surveying Fee Only

• Stamped copy of the Agreement for Lease/Instrument of Tenancy/Approval Notice for Lease.
• Stamped copy of the transfer documents under the member’s name (if applicable).
• Copy of Approved Survey instruction Form.
• Quotation form two different registered Surveyors clearly showing the breakdown of work in stages with associated
cost (Full land title survey).
• A latest bank statement account under members name (should be within 1 month old).
• Evidence of own contribution to meet shortfall if entitlement is insufficient to meet the project cost.

Reduce/Pay Off Home Loan

• A copy of the title showing the latest transaction certified by the Registrar of Titles. The certification should
not be more than 1 month old.
• A copy of the lender’s offer and the member’s signed acceptance letter for all lending.
• A current statement of the housing loan account (applicable for reducing home loan).
• The settlement figure letter showing the breakdown of the housing and non-housing loan for paying of cases
(applicable for Paying-off housing loan only).
